COPE STATION LANDFILL CLOSURE

FME provided geotechnical and construction services for the closure of Cope Station’s Class I Industrial Solid Waste Landfill (ISWLF) at the active Cell 1. SCE&G’s Cope Station is a coal-fired electric generation plant that previously disposed of coal ash and ash/scrubber waste in Cell 1. The closure project consisted of the design and installation of a 10-acre industrial landfill cover system with an 18-inch thick low-permeability infiltration layer, 12-inch thick protective cover layer, terrace ditches, perimeter berms, existing ditch improvements, storm drainage, erosion and sedimentation controls, and final stabilization.
As the project’s lead engineer, FME performed a subsurface exploration and laboratory testing, and developed design criteria for the closure cap system. Responsibilities included preparation of construction specifications, plans, and bid documents, as well as contractor selection.
During construction, FME provided environmental compliance oversight, construction management, and quality assurance/quality control. FME served as SCE&G’s on-site representative, supervising daily construction operations, performing on-site inspections and testing, and conducting laboratory testing in our AASHTO-accredited laboratory to verify conformance with project requirements.
